Job Description

As a Senior Utilities Engineer, you will manage the implementation of a major wastewater pretreatment plant and oversee the ongoing performance of the site's wastewater system. This includes design, safety reviews, scope definition, OPEX budget management, and change/project management. Your role will emphasize safety, operational excellence, and continuous improvement within the Utilities Engineering team. As an experienced engineer, you will also mentor junior team members, helping them become more effective engineers. Additionally, you will manage large Utility contractor/vendor contracts, overseeing their management, budgets, and performance against established KPIs and objectives.

 

Department Description:

As a Senior Utilities Engineer, you will be joining an organization where people of all backgrounds and experiences are respected, and where we work together focused on changing lives. This role will report to our Associate director of Engineering (Utilities AD).

 

Your Responsibilities

In this role, you will be key member of the Utility team for WuXi Biologics Ireland.

 

Collaboration and Team Leadership:

  • Collaborate effectively with all Utility team members and contractors/vendors to ensure that work practices meet and exceed departmental targets and objectives.
  • Serve as the Utility AD's deputy, managing daily utilities engineering support to the site to align with manufacturing activities and plant shutdown schedules. Ensure compliance with regulatory, safety, and GMP standards in a cost-effective manner.

Stakeholder Engagement and Representation:

  • The role requires extensive liaison with counterparts and business leaders at WuXi Biologics Ireland, ensuring the highest level of professional representation for the site’s Engineering organization.

Utility System Design and Maintenance:

  • Ensure that all new utilities are properly designed, maintained, commissioned, and approved for operational activities. This includes ongoing support and ownership of the execution of associated programs.

Training and Development:

  • Ensure the training of all WuXi Biologics and contractor/vendor personnel on Utility equipment, site safety, and operational procedures is properly tracked, maintained, and kept up to date.

Compliance and Regulatory Affairs:

  • Ensure high and continually improving levels of GMP and environmental compliance to safeguard patient safety and minimize risks to the local environment and company operations.
  • Support regulatory licensing activities by preparing vendors and coordinating inspections with agencies.
  • Ensure the pretreatment wastewater system and associated programs adhere to relevant standards, legal and regulatory requirements, and company specifications. Maintain compliance with the site’s environmental licenses while supporting GMP activities and manufacturing operations.

Technical Expertise and Project Management:

  • Offer expertise and leadership in providing subject matter expert (SME) input and crafting responses for inspections.
  • Achieve maximum operational availability through strategic programs aimed at eliminating utility failures. Provide support for the site’s strategic plant improvement plans to enhance efficiency, increase uptime, and reduce costs.
  • Identify and lead the implementation of Engineering capital projects within specified budgets and timelines aimed at enhancing the performance and reliability of Utility plant equipment.
  • Serve as subject matter expert (SME) from design through system handover for Utilities water pretreatment system and equipment.

Performance Monitoring and Reporting:

  • Develop mechanisms for monitoring, trending, and reporting Utilities Service Level Agreement (SLA) KPIs and vendor performance.
  • Regularly communicate the operational status of Utility equipment to Engineering management, ensuring information is provided at the appropriate level of detail.

Sustainability and Energy Management:

  • Support the site’s sustainability program to meet company global commitments for carbon emission and water reduction.
  • Ensure adherence to ISO50001 and maintain accreditation, including energy management, audits, and on-site energy reduction efforts.

Leadership and Organizational Values:

  • Drive performance against objectives as part of a collaborative Engineering Team.
  • Perform all duties in compliance with relevant legal, statutory, industry, and regulatory requirements, SOPs, and approved controlled documents.
  • Demonstrate flexibility to undertake additional tasks and responsibilities as directed by the Utilities AD.

The Ideal Candidate for this position will have the following education and experience:

Education:

  • A technical qualification at third level or equivalent in an engineering-related discipline is required.

Knowledge:

  • Demonstrates an in-depth understanding and experience in the application of Engineering principles, concepts, practice, and standards in the EU and internationally.
  • Fully conversant with relevant global/European/Ireland regulatory requirements for cGMP manufacturing facilities and environmental licenses.
  • Knowledge of safety, GMP, sustainability, and environmental regulatory requirements.
  • Excellent strategic/business planning, budgeting, and reporting experience.
  • Experience in a multi-site, multi-cultural, international environment is ideal.

Experience:

  • Established experience in Engineering and contract management, with particular emphasis on experience of wastewater and EPA license within the pharmaceutical industry.
  • Leadership team experience in driving cross-functional team excellence/business performance.
  • Must have a proven track record in a leadership capacity within a fast-paced, commercially focused manufacturing facility within the pharmaceutical industry.
  • Experience of working within a highly regulated multinational contract manufacturing environment advantageous.
  • Significant expertise in relevant Utilities Engineering systems and processes.
  • Significant expertise in contractor/vendor control and management, including but not limited to set up and management of contracts (MSA/SLA).
