Job Summary:

We are seeking a highly skilled EHS Sr. Specialist/ Manager to lead the Environment, health and Safety strategy for our new state of the art Bio manufacturing facility in Worcester, Massachusetts. This role offers a unique opportunity to oversee the project lifecycle, beginning with heavy construction safety management and transitioning into the establishment of a fully operational Bio safety level (BSL) manufacturing environment. This individual would serve as Site EHS officer and would support startup efforts including review facility design from EHS perspectives and oversee construction activities to ensure design and construction meet federal, State, and local safety compliance regulation. The EHS Manager will oversee contractor and subcontractor safety compliance, conducting daily site walkthroughs to monitor real-time safety performance and provide detailed reporting. This role is pivotal in the development and enforcement of Wuxi's EHS management systems, ensuring all site activities strictly adhere to Federal and State regulatory requirements.

 

Job Responsibilities:

  • Act as the lead EHS representative for the construction phase, ensuring contractors adhere to site safety protocols and OSHA standards.
  • Conduct regular site inspections and audits to mitigate high-risk construction activities (e.g., hot work, height safety, electrical).
  • Serve as the primary safety advocate for the facility, ensuring all personnel and visitors are fully briefed on evolving site hazards. Maintain a state of readiness by overseeing the procurement and stocking of Personal Protective Equipment (PPE) and ensuring emergency contact protocols are clearly established and accessible. Interface with not only site staff but also local and federal government officials and collaborate with other WuXi EHS leaders to ensure the site has developed the latest standards and requirements in all aspects of EHS.
  • Identify potential facility construction and lab/manufacturing operation risks. Facilitate the risk mitigation development to eliminate or minimize the safety risks and the impact on the facility operations. Be able to respond to safety emergencies, and to conduct EHS incident/near miss investigation and CAPA implementation.
  • Serve as the primary point of contact for government officials and regulatory bodies (e.g., OSHA, EPA, MassDEP, and local Fire/Health Departments).
  • Manage the application and maintenance of all necessary EHS permits (e.g., air, water, wastewater, and hazardous materials storage).
  • Act as the Subject Matter Expert (SME) for industrial hygiene and occupational safety to lead comprehensive hazard assessments and control implementations. Responsible for maintaining site safety integrity during both the high-risk construction phase and the subsequent launch of bio-manufacturing operations.
  • Draft, implement, and maintain site-specific EHS Standard Operating Procedures (SOPs).
  • Design and deliver comprehensive EHS training modules for employees, contractors, and visitors, including New Employee Orientation (NEO).
  • Serve as the SME for Risk Assessments, Job Hazard Analyses (JHA), and Process Hazard Analyses (PHA).
  • Develop, implement, and enforce comprehensive EHS programs in alignment with local, state, and federal regulations, as well as industry best practices. This includes, but is not limited to: Lockout/Tagout (LOTO), Hazard Communication, Respiratory Protection, Confined Space Entry, Emergency Action & Fire Prevention, Exposure Control, Waste Management & Minimization, and Biosafety. Performs other duties as assigned.
    Qualifications:
  •  Minimally Bachelor’s degree in discipline areas involved in Environmental Science, Occupational Safety, Industrial Hygiene is preferred). Professional certification such as         Registered Biosafety Professional or certified Biological Safety Professional is desirable.
  • EHS working experience in Biopharmaceutical industry is desired.
  • Proven experience managing safety during large scale facility construction or renovation projects.
  • Familiarity with Massachusetts-specific regulations (Mass DEP, local municipal bylaws) is highly preferred.
  • Strong knowledge of OSHA regulations and other Federal, State and Local EHS regulations.
  • Good communication and coordination skill. Strong verbal and written communication skills. Ability to establish working relationships with diverse groups.
  • Must be able to work in construction area and wear construction related appropriate PPE
  • Must be able to work in BSL 1-2 Lab/manufacturing setting with Biohazards /various Chemicals and wear Lab/manufacturing clean room related appropriate PPE
  • Must be able to work in environment with variable noise levels
  • Ability to stand /Sit/walk for long periods of time
  • Ability to Lift up to 50 lbs. occasionally



The anticipated salary range for this position is $75,000-$125,000
